Validator, Access, Request and Linked Coordinators... What are these?

The role of the different types of coordinator with which an authority may relate (validator coordinator, access to a legislative area coordinator, request coordinator or merely a ‘linked’ coordinator) is a common question (by the final competent authority as well as by coordinators themselves).

A single validator coordinator is defined for each authority in the IMI system. Furthermore, there is a single access coordinator and one or more request coordinators for each legislative area (for each Directive), as well as the option of linking other authorities or coordinators as mere observers. This question is complex to present/understand in the training, so it is described in the attached Bulletin 2. (If you wish to read illustrated information with screenshots, see <Bulletin 2>).
 
The “Validator Coordinator (responsible for registration and data handling)” is, at least initially, responsible for having created the authority in the system for the first time. There is only one validator coordinator for each authority (no differentiation between legislative area), with the power to change the official name of the authority, and ‘reset’ the passwords of administrator users of the authorities for which he/she is validator. This role may be delegated to another coordinator, if necessary. Details are available in the ‘Authority’ tab.
 
Furthermore, a single access coordinator and one or more request coordinators may be defined for each legislative area (for each Directive).
 
A single “Access Coordinator (responsible for access to the legislative area)”, is, at least initially, responsible for authorising access for an authority to a given legislative area. There are several competent authorities or linked coordinators, with access (merely monitoring) to a general summary of the requests processed in this legislative area. Details of the access coordinator and linked authorities for each Directive are available in the ‘Parameters’ -> ‘General Information’ tab of the corresponding legislative area.

One or several “Request Coordinators” (only in competent authorities, not in the different types of coordinator), have the power to intervene in the escalation/supervision processes. Details of the request coordinator for each Directive are available in the ‘Parameters’ -> ‘Information Request” tab of the corresponding legislative area.
